Gagnon & Law Urban Planners Ltd. was retained by the First Oshawa Holdings Inc.., registered owner of 144 and 155 First Avenue in the City of Oshawa, to act as Project Planner in connection with site specific Official Plan and Zoning By-Law Amendments to permit the adaptive reuse and the redevelopment of the subject site for a mix of office, retail and industrial uses. The 7.0 hectare (17.30 acre) site was historically used for industrial manufacturing purposes dating back to 1920’s. Vacant since 2008, the site has been underutilized, its existing buildings deteriorated and in need of investment and upgrades to attract new tenants. The site presented us with a familiar challenge and one faced by many similar such older industrial sites; namely the remediation of a brownfield property.
To date First Oshawa Holdings Inc. has invested in interior and exterior upgrades to the property. These improvements support the City of Oshawa’s desire to rehabilitate physically deteriorated structures and/or vacant buildings on former industrial lands that are fully serviced. Proposed uses are expected to create new employment opportunities, offer a unique retail shopping experience not available within the City, and provide a boost to the local tourism and service sectors.
